The Certified Plan, or Pelan Akui, is a document that is generated following the format required by the Department of Survey and Mapping Malaysia (JUPEM). It is prepared after surveying has been carried out and approved by the Director of Survey and Mapping for the issuance of a final title. This document, which is essential for the issuing of the Final Title, is the result of cadastral surveys that establish the location and extent of a person's property ownership.

In general, a certified plan is a professional method to identify the boundaries and distances of a piece of land to establish ownership rights legally. It depicts the actual boundary positions on the land according to the format and scale specified by the Department of Survey and Mapping Malaysia (JUPEM) to issue permanent titles or a few other purposes.

According to Section 396 (e) of the National Land Code, the land shall not be taken to have been surveyed until a certified plan, showing the situation of the land, the position of its boundaries as so determined, and the boundary marks placed thereon and the area and lot number thereof has been approved by the Director of Survey and Mapping. Therefore, a certified plan ensures the accuracy and precision of the land boundaries, which can serve as evidence for official matters, particularly those involving a change of title status from FT to QT. However, you need to note that a certified plan applies only to the land that has been allocated a lot number. If not, it is very difficult to obtain the certified plan.
